Quick answer
Yes. Saudi Arabia's Ministry of Hajj and Umrah says a woman may perform Umrah without a mahram, and the rule has applied since October 2022. Pakistani women still apply through a licensed operator, and some operators set their own conditions, such as travelling in a group. Scholars differ on travel without a mahram, so many women also seek a scholar's advice for their situation.

More Pakistani women now ask us about going for Umrah on their own: widows, working women whose husbands cannot take leave, daughters whose fathers are unwell, and groups of friends or sisters. This guide explains Umrah for women without a mahram as of October 2026: what Saudi Arabia's rules say, how scholars view it, what Pakistani operators may ask for, and practical tips for the journey.
A mahram is a close male relative a woman cannot marry, such as a husband, father, brother or son. Traditionally, many families arrange for a mahram to accompany women on long journeys. The question is what applies today.
Can a woman perform Umrah without a mahram?
Yes, under Saudi rules. The Ministry of Hajj and Umrah's FAQ answers "Yes, it is allowed" to the question of a woman performing Umrah without a mahram.
The change was announced in October 2022. Arab News reported on 11 October 2022 that the Minister of Hajj and Umrah, Tawfiq Al-Rabiah, said women could perform Hajj or Umrah without a male guardian, and that a ministry adviser explained women may travel with "trustworthy women or secure company".
What this means for a Pakistani woman:
- The Saudi visa does not depend on having a mahram. You apply through a licensed operator, the same way as any other pilgrim.
- You still need an Umrah permit booked through the Nusuk app, like everyone else.
- Operators can set their own conditions. Saudi rules allow it, but your Pakistani operator or its Saudi partner company may ask for more.
What do scholars say about Umrah without a mahram?
The Saudi rule is an administrative one. The religious question is separate, and scholars differ.
- Some scholars, drawing on views in the Shafi'i and Maliki schools, allow a woman to travel for an obligatory Hajj or Umrah in a trustworthy group of women or in safe company.
- Others, particularly in the Hanafi and Hanbali schools, hold that a mahram is required for a journey of this length, and that a woman without one is not obliged to travel.
- Many contemporary scholars place weight on safety, family consent and a reliable group.
In Pakistan, Geo News reported in June 2023 that the Council of Islamic Ideology had allowed women to perform Hajj without a mahram, with conditions: permission from her parents or husband, no expected danger on the journey, and travel with a group whose members are vetted as trustworthy. That opinion was given for Hajj, but many families apply the same thinking to Umrah.
Most Pakistanis follow the Hanafi school, so if this matters to you, ask a scholar you trust before booking. This guide explains the rules; it is not a religious ruling.
What do Pakistani operators and authorities require?
We could not find an official Pakistani rule specific to women performing Umrah without a mahram as of October 2026.
For Hajj, the position is clearer. Arab News reported in January 2025 that Pakistan's Hajj Policy 2025 required women travelling without a mahram to submit written permission from a father, husband or other guardian, and to travel with a group of trustworthy women. That applies to Hajj, not Umrah, but some Umrah operators follow a similar approach.
In practice, you may be asked for:
- A consent letter from your husband or father, with a copy of his CNIC
- Joining a ladies' group or a family group, rather than travelling entirely alone
- A named emergency contact in Pakistan
These are operator requirements, not Saudi law. Ask your operator for its conditions in writing before you pay. Choose a company from the Ministry of Religious Affairs' list of attested Umrah operators, so you have a route to complain if something goes wrong.
We could not verify a published policy from any Pakistani airline on women travelling for Umrah alone, so we have not listed one here. For girls under 18, we recommend travelling with a parent or guardian.
Which documents does a woman need?
The documents are the same as for any pilgrim. Our Umrah visa and Nusuk guide covers them in detail.
- Passport valid for at least 6 months, with your name matching your CNIC
- CNIC copy
- Recent passport-size photo on a white background, face clearly visible
- Meningitis and polio vaccination, with a NADRA-integrated certificate
- Confirmed return flight and hotel booking
- Any operator-specific documents, such as a consent letter
Pregnant women should note that the Saudi Ministry of Health requires COVID-19 vaccination proof for pregnant pilgrims, and should speak to a doctor before travelling.
How is Umrah different for women?
The rituals are the same as for men, with a few differences. Our step-by-step guide to performing Umrah explains each one.
Ihram for women
- No special garment. Wear loose, modest clothing that covers the body, in any colour.
- No face veil (niqab) or gloves while in ihram. Many scholars allow a scarf to hang loosely over the face in front of unrelated men.
- No perfume, including scented soap and wipes, once you make the intention.
Tawaf and sa'i
- Women walk at a normal pace throughout. The brisk walking (raml) in tawaf and the jogging between the green lights in sa'i are for men only.
- Women do not uncover the shoulder, which is also for men only.
- Choose a quieter time or the upper floors if the ground floor is crowded.
Cutting the hair
Women do not shave. Gather your hair and cut about a fingertip's length from the ends; Nusuk's Umrah journey guide gives roughly 1–2 cm. Do this in private, in your hotel room or with another woman's help.
Menstruation
The widely agreed position is that a woman on her period can enter ihram and stay in it, but should not perform tawaf until her period ends and she has bathed. If your return date is fixed and you are worried, speak to a scholar early, as views differ on what to do if you cannot wait. Some women discuss timing with their doctor before travelling.
Visiting the Rawdah and Masjid an-Nabawi
Women can pray in Masjid an-Nabawi at any time, and in the women's sections. To pray in the Rawdah, you need a permit booked through Nusuk, with separate time slots for women. The Ministry's FAQ gives the interval between Rawdah visits as 30 days. Book as soon as your Madinah dates are fixed.
How do you choose a ladies' Umrah group?
If you plan to travel in a women's group, ask the operator these questions before you pay:
- Who leads the group? A named female coordinator who travels with you is far more useful than a phone number in Lahore.
- How many women are in the group, and are they from similar backgrounds (for example, families from your city)?
- Which hotels, and how far from the Haram in Makkah and Masjid an-Nabawi in Madinah? Get the names in writing.
- Who manages Nusuk permits for the group, including Rawdah slots for women?
- What happens in an emergency, such as illness or a lost passport? Who is the Saudi representative?
- Are room-sharing arrangements women-only? Confirm who you will share with.
Clear, written answers to these questions are a good sign. Vague promises are not.
Practical safety tips for women travelling without a mahram
- Travel in a group with at least one other woman you know, even if your operator allows solo travel.
- Choose a hotel close to the Haram so you are not relying on late-night shuttles.
- Share your plans daily with family at home, and with your group coordinator.
- Save your operator's Saudi representative's number, your hotel's address in Arabic and your group leader's number on paper.
- Keep your passport safe. Your hotel or operator may hold it; ask for a copy and know how to get it back.
- Use official transport arranged by your operator or licensed taxis.
- Carry a small cross-body bag and keep your phone on you, not in an open bag.
Common mistakes to avoid
- Assuming the operator knows you are travelling alone. Tell them at the start, and get their conditions in writing.
- Booking with an unattested agent who promises a "ladies' group" that does not exist.
- Forgetting the consent letter your operator asked for, discovered only at the airport.
- Wearing a niqab or gloves while in ihram without realising.
- Leaving no buffer in your stay in case your period starts before tawaf.
- Staying far from the Haram to save money, then walking back alone late at night.

Frequently asked questions
Is there an age limit for women performing Umrah without a mahram?
The Ministry of Hajj and Umrah's FAQ answers "Yes, it is allowed" to a woman performing Umrah without a mahram, and does not set an age in that answer. Operators can still set their own conditions, for example for younger women travelling alone, so ask your operator in writing before you pay. Girls under 18 should travel with a parent or guardian.
Does Pakistan require a permission letter for women going for Umrah alone?
We could not find an official Pakistani rule requiring one for Umrah as of October 2026. Pakistan's Hajj Policy 2025 did require written permission from a guardian for women performing Hajj without a mahram, as Arab News reported. Some Umrah operators ask for a similar letter, so check with yours.
Can a group of women travel together for Umrah?
Yes. Many women travel with female relatives, friends or in a ladies' group arranged by an operator. Group travel is also the arrangement many scholars point to when they allow travel without a mahram. A group with a female coordinator and hotels close to the Haram makes the trip easier.
Can a widow or divorced woman go for Umrah without a mahram?
Saudi rules do not distinguish by marital status, so a widow or divorced woman can apply like any other woman. A woman in iddah (the waiting period after divorce or the death of her husband) is generally advised by scholars not to travel until it ends, so ask a scholar if this applies to you.
What if my period starts before tawaf?
The widely agreed position is that a menstruating woman may stay in ihram but should not perform tawaf until her period ends and she has bathed. If your return flight is fixed and you cannot wait, scholars differ on what to do, so contact a scholar as early as possible.
