Schengen Visa Refusal Reasons for Pakistanis, and What to Do Next

Schengen Visa Refused?: Reasons & what to do next, over a photo of the red rooftops of Prague

Quick answer

Schengen refusals are given on a standard EU form (Annex VI of the Visa Code) that ticks one or more of 16 grounds. For Pakistani applicants, the usual ones are an unjustified purpose, insufficient funds, unreliable documents or statements, and doubts about returning home. You can appeal under the national law of the refusing country, within deadlines from 4 weeks to 60 days, or reapply with a stronger file.

A Schengen refusal is upsetting, but it is not the end of your travel plans. Every refusal comes on the same EU standard form, which tells you exactly which grounds the embassy relied on and how to appeal.

This guide explains the Schengen visa refusal reasons Pakistani applicants receive most often, what each ground on the form means in plain language, how appeals work in the countries Pakistanis apply to most, and how to decide between appealing and reapplying.

You are not alone. The European Commission's official visa statistics show that in 2025, consulates in Pakistan received 89,270 Schengen visa applications and did not issue 40,026 of them, a not-issued rate of about 45.9%, against 14.6% worldwide.

What do the 16 refusal grounds on the form mean?

Article 32 of the Visa Code lists the reasons a visa must be refused, and Annex VI turns them into a numbered form. The embassy ticks one or more boxes. Here they are, with what they usually point to in Pakistani files:

No. Ground on the form (short version) What it usually means in practice
1 False, counterfeit or forged travel document A passport problem. Rare, and serious
2 Purpose and conditions of the stay not justified Itinerary, bookings, invitation or cover letter don't convince or don't match
3 No proof of sufficient means of subsistence Funds too low, or the source of money isn't shown
4 No proof you can lawfully acquire sufficient means Income evidence (salary, business, pension) is missing or unclear
5 Already stayed 90 days in the current 180-day period Past stays used up your allowance
6 SIS alert for refusing entry A Schengen country has entered an alert against you
7 Threat to public policy or internal security Security concerns raised by a Schengen state
8 Threat to public health Rarely used for visitors
9 Threat to international relations Rarely used for visitors
10 Information on purpose and conditions not reliable Contradictions between documents, or bookings that look made only for the visa
11 Doubts about the reliability of statements Answers at interview or on the form don't add up (the embassy specifies)
12 Doubts about authenticity of documents or their contents Bank statements, letters or certificates doubted or not verifiable
13 Doubts about your intention to leave before the visa expires Weak ties to Pakistan: job, family, property, business
14 No proof you couldn't apply in advance (border visas) Only for visas requested at the border
15 Airport transit purpose not justified Only for airport transit visas
16 No adequate and valid travel medical insurance Policy below €30,000, wrong dates, or not valid in all Schengen states

Ground 17 covers visas revoked at the holder's own request, so it does not apply to refusals.

Which refusal reasons are most common for Pakistani applicants?

The EU publishes totals, not a breakdown by ground for Pakistan, so there is no official ranking. In the refusal letters we review, grounds 2, 3, 10, 12 and 13 come up far more often than the others, frequently ticked together.

Purpose not justified (grounds 2 and 10)

Typical causes: a vague cover letter, a hotel booking for the wrong country, an itinerary that doesn't match the main destination, or an invitation from a host whose status isn't proven. If you applied to a country you weren't really planning to visit, this is the ground you are likely to see. Our guide to choosing the right Schengen country explains the main-destination rule.

Funds and income (grounds 3 and 4)

Embassies in Pakistan work from the EU's harmonised document list, which asks for six months of bank statements signed and stamped by the bank, an NTN certificate and FBR tax return acknowledgements for the last two fiscal years. Common problems:

  • a large deposit just before applying with no explanation
  • a balance that doesn't match declared income or tax returns
  • no salary slips, business evidence or pension statements behind the balance
  • a sponsor's letter without the sponsor's own financial evidence

Doubts about documents or statements (grounds 11 and 12)

These are serious because they question your honesty, not just your paperwork. Typical causes are employer letters the embassy cannot verify, edited bank statements, or form answers that contradict your interview. Never submit a document you cannot stand behind.

Doubts about returning (ground 13)

This is the "ties to Pakistan" ground. Embassies look for a stable job with approved leave, a running business with tax records, family who stay behind, property and past travel with on-time returns. A young, single first-time applicant with a short employment history needs especially strong evidence here.

Insurance (ground 16)

This is the easiest ground to avoid. Our Schengen travel insurance guide has a checklist for the €30,000, all-Schengen and full-stay rules.

How do you appeal a Schengen refusal?

Article 32(3) gives every refused applicant the right to appeal, but the appeal is run under the national law of the country that refused you, and the refusal form must tell you how. Always follow the instructions and deadline on your own letter. For the countries Pakistanis apply to most, the official pages say this, as of October 2026:

Country First step Deadline Next step
Germany Voluntary remonstration was ended from 1 July 2025. The remaining remedy is the court action described on your letter As stated on the letter Or reapply with a stronger file
France Prior appeal (RAPO) to the Deputy Director of Visas, Ministry of the Interior 30 days from notification Administrative court of Nantes, within 2 months of the RAPO being rejected
Italy Appeal to the Regional Administrative Court (TAR) of Lazio, through a lawyer 60 days from notification Your Italian lawyer advises on later stages
Spain Appeal for reconsideration to the consular office that refused 1 month from the day after notification Or judicial review at the High Court of Justice of Madrid within 2 months
Netherlands Objection (bezwaar) to the IND 4 weeks from the date on the letter Or a new application

For any other country, the procedure is on your refusal form and the embassy's website. If Italy refused you and you want to understand its process, our Italy visit visa page covers how applications work there.

Should you appeal or reapply?

There is no single right answer, but these questions help:

  • Was the decision based on a clear mistake? For example, the embassy says you had no insurance when your file contained a valid policy. An appeal can make sense.
  • Was your file genuinely weak? If funds, ties or the itinerary were thin, a fresh application with better evidence is usually faster and cheaper than a court case.
  • Is your trip date fixed? Appeals take time. A family wedding next month may be better served by a strong new application, if one can be prepared in time.
  • Is the trip still valuable to you? Court appeals in Europe usually need a lawyer qualified in that country, which adds cost.

How to reapply after a refusal, step by step

  1. Read every ticked ground. Write each one down and list the evidence that answers it.
  2. Fix the cause, not the symptom. If ground 3 was ticked, don't just add money to your account. Show the source of funds with salary slips, business records, pension statements or tax returns.
  3. Rebuild the story. Make the cover letter, itinerary, bookings and insurance consistent with the main-destination rule.
  4. Declare the refusal. Include a copy and briefly explain what has changed.
  5. Apply within the window. Applications can be lodged no more than 6 months and, as a rule, at least 15 days before travel.
  6. Budget for the fee again. As of October 2026, it is €90 for adults and €45 for children aged 6 to 11. Pakistan has no visa facilitation agreement with the EU that lowers it.

Does a Schengen refusal affect future visas?

A refusal is recorded in the Visa Information System (VIS) under Article 32(5), so every Schengen embassy can see it. It does not ban you from applying again, and many applicants are approved after fixing the reason.

Outside Europe, the UK and Canadian application forms ask whether you have ever been refused a visa by any country. Answer honestly. German missions in Pakistan ask for copies of previous refusals and treat non-disclosure as fraud, and other countries treat it just as seriously.

Common mistakes after a refusal

  • Reapplying within days with the same documents
  • Switching to another Schengen country only to "avoid" the refusal
  • Missing the appeal deadline because the letter wasn't read carefully
  • Paying an agent who promises a "guaranteed" second attempt
  • Hiding the refusal on the next application, whether Schengen or not

Rules and deadlines are correct as of October 2026. Always follow the instructions on your own refusal letter and confirm the procedure on the embassy's official website before appealing or reapplying.

Frequently asked questions

How soon can I reapply after a Schengen refusal?

The Visa Code sets no waiting period, so you can reapply straight away. But a new application with the same documents will usually meet the same result, because the embassy can see your earlier refusal in the Visa Information System. Reapply when you have fixed the specific grounds ticked on your letter.

Can I apply to a different Schengen country after a refusal?

Only if that country is genuinely your main destination for the new trip, under Article 5 of the Visa Code. Every Schengen embassy can see your previous refusal in the VIS, so a different country will not erase it. Switching countries just to avoid the earlier decision can itself raise doubts about your purpose.

Do I get the visa fee back if I am refused?

No. The visa fee pays for processing, not for a result. France's official service-public guidance says the amount paid is not refunded on refusal, and NetherlandsWorldwide says a new application means paying the fee again. Visa centre service charges are not refunded either.

Do I need a lawyer to appeal a Schengen refusal?

It depends on the country. Italy's Foreign Ministry says appeals to the TAR Lazio court go through a lawyer. In the Netherlands, NetherlandsWorldwide says you can lodge the objection yourself or authorise someone else to do it. Court stages in any country are best handled by a lawyer qualified there.

Must I declare a Schengen refusal on later visa applications?

Yes, whenever a form asks. German missions in Pakistan ask for copies of previous refusals and treat failing to disclose one as fraud, and the UK and Canadian forms also ask about refusals by any country. An honest, explained refusal is far less damaging than a hidden one.
