Quick answer
Most Dubai visit visa rejections for Pakistanis come down to the file: a passport with under six months' validity, a non-compliant photo, missing CNIC, ticket and hotel dates that don't match, or a sponsor who doesn't qualify. Past overstays and security checks also matter. Being offloaded by FIA at a Pakistani airport is a separate decision from the UAE's visa refusal.

Few things are more frustrating than paying for a Dubai visa, waiting a few days and seeing the word "rejected". It happens to many Pakistani applicants, and the reason is rarely explained.
This guide is for Pakistani passport holders planning a short trip to Dubai or anywhere in the UAE. It covers the most common Dubai visit visa rejection reasons for Pakistan applicants, what UAE authorities actually ask for, how being offloaded by FIA differs from a visa refusal, and what to do next if your application fails.
For visa types, durations and processing times, see our main UAE visit visa page. This article focuses on why applications fail and how to avoid that.
How do Pakistanis apply for a UAE visit visa?
UAE embassies do not issue tourist visas directly. The UAE Government portal says applicants must go through one of these channels instead:
- A UAE airline such as Emirates, Etihad or flydubai, but only if you are flying with that airline.
- A licensed UAE travel agent or hotel, usually tied to your hotel booking with them.
- A relative or friend living in the UAE, who sponsors you through the visa authorities. Emirates also lets UAE residents sponsor family and friends at its UAE ticketing offices.
Behind each channel sit two government bodies. GDRFA Dubai (General Directorate of Residency and Foreigners Affairs) handles visas for Dubai. ICP (Federal Authority for Identity, Citizenship, Customs and Ports Security) handles the other emirates and the federal system. Your sponsor or agent submits the application to one of them, and the approved eVisa arrives as a PDF.
The u.ae portal also advises checking whether a travel agent is legitimate with the UAE embassy in your country. That step matters, because a large share of problems start with unlicensed sub-agents.
What documents do UAE authorities ask for?
Requirements vary slightly by channel. The list below combines what ICP and Emirates publish, as of October 2026.
Passport
ICP's visa issuance service requires a passport valid for no less than six months. Emirates adds that it must be machine readable, with six months' validity counted from your date of travel. Handwritten passports are not accepted.
Photo
Emirates asks for a colour photo with your face centred and filling most of the frame. You should have a neutral expression, no cap or hat, clear glasses only and even lighting. GDRFA Dubai asks for a white background, so use white to be safe. Avoid filters, selfies and photos cropped from old pictures.
CNIC
Emirates lists a National ID Card as an additional document for residents of Pakistan. Send a clear colour copy of both sides of your CNIC (or NICOP).
Return ticket
ICP lists a return travel ticket among its conditions for most visit categories. If you apply through Emirates, the ticket must be an Emirates ticket (number starting "176"). For hotel stays, the departure and return dates must match your hotel reservation.
Hotel booking or host details
Emirates asks for a confirmed hotel reservation for your whole stay. If you are staying with a parent, brother or sister, you can provide a valid tenancy contract in their name plus proof of your relationship.
Health insurance
ICP lists a valid health insurance policy within the UAE as a common condition.
Funds and bank statement
For the 5-year multiple-entry tourist visa, the u.ae portal requires a bank balance of USD 4,000 (or the equivalent) during the last six months. For 30- and 60-day visas there is no published official minimum. However, Pakistani media reported in 2024–2025 that agents were asking applicants for bank statements, and the amounts quoted differed between reports. We could not confirm a single official figure. If you are asked, provide a genuine statement stamped by your bank.
Sponsor requirements (family and friend visas)
If a UAE resident sponsors you, they must meet salary thresholds. ICP lists AED 4,000 a month for first-degree relatives, AED 8,000 for second- and third-degree relatives and AED 15,000 for friends. Emirates publishes different figures for its own sponsorship service. Because the two sources differ, plan around the higher ICP figures. Proof of relationship (birth certificate, nikah nama or family registration certificate) is needed for relatives.
Why do UAE visit visas get rejected?
The UAE does not publish a list of refusal reasons. Emirates simply states that "entry into the UAE is subject to Immigration approval" and that "additional documents may be required by the UAE authorities". The reasons below are based on the published requirements and the refusals we see in the files we review.
1. Incomplete or mismatched documents
This is the most common reason. Typical examples include a missing CNIC copy, a passport scan with a cut-off page, a hotel booking that ends before the return flight, or a name spelled differently on the ticket and the passport. Emirates notes that refunds are reduced when an application is submitted with missing documents, which shows how often it happens.
2. Photo problems
Shadows, a coloured background, a smile showing teeth, tinted glasses or a blurred phone photo can all lead to rejection, or to a request to resubmit that delays the file.
3. Passport validity
A passport with less than six months left is a straightforward refusal. Renew it first.
4. Previous overstay or violations
The UAE fines overstays. ICP lists AED 50 per day for an overstayed visit visa, and Emirates states that the sponsor is legally responsible for a visitor's overstay fines. An earlier overstay, an unpaid fine, absconding on a previous visa or any other violation on record can count heavily against a new application. If you or a family member has a past issue, address it honestly before you apply.
5. Security clearance
Every application is screened. In August 2026, Arab News reported that a UAE embassy official said earlier processing delays were tied to "safety and security reasons" in certain cases. The official added that applicants with complete documents could now apply without major hurdles.
6. Forged or doubtful documents
The same Arab News report said Pakistan's foreign ministry told parliament that some applicants had submitted forged degrees, diplomas and employment contracts. Fake hotel bookings, edited bank statements and "dummy" tickets bought from unlicensed agents fall into the same category. They can lead to refusal and harm future applications.
7. Sponsor does not qualify
If the sponsor's salary is below the threshold, their residence visa is close to expiry or the relationship isn't documented, the application can fail even if your own papers are perfect.
What happened with Pakistani applicants in 2024–2026?
Reports over this period were mixed, so it helps to separate who said what:
- In late November 2025, Additional Interior Secretary Salman Chaudhry told a Senate committee that the UAE was largely not issuing visas to ordinary Pakistani passport holders, as reported by The News and other outlets.
- In the same report, the UAE Consul General in Karachi, Bakheet Ateeq Alremeithi, said "every type of visa is being processed, and reports of a ban are completely false".
- In August 2026, Arab News reported that, according to travel agents, the UAE had resumed issuing visit visas through registered agents. It said families were seeing faster responses.
No official refusal rate has been published by either government. Treat percentages you see on social media with caution.
Visa rejection vs being offloaded by FIA: what's the difference?
These are two separate decisions made by two different countries.
| UAE visa rejection | FIA offloading | |
|---|---|---|
| Who decides | UAE authorities (GDRFA Dubai / ICP) | FIA immigration at the Pakistani airport |
| When | Before you travel, during visa processing | At departure, after check-in |
| What it means | No visa is issued | You hold a visa but are not allowed to board |
| Typical trigger | Incomplete file, sponsor, security or past record | Doubts about your documents or purpose of travel |
FIA offloading has grown sharply. Dawn reported in January 2026 that the FIA offloaded 66,154 passengers in 2025, up from about 35,000 in 2024. Other figures given to parliament differ. Dawn also reported that the FIA opened pre-departure facilitation desks at 11 zonal offices. Staff there brief travellers on visa documents, return tickets and currency limits.
In October 2026, The Express Tribune reported that pre-immigration checks were being introduced at airports, including Lahore. It also reported that on 18 September the Islamabad High Court questioned the legal basis for offloading under FIA's internal SOPs.
We found no official, published FIA checklist for UAE visit travellers. In practice, carry printed copies of your eVisa, return ticket, hotel booking or host's details, and be ready to explain your trip calmly and truthfully.
What should you do after a rejection?
- Ask your agent or sponsor for the exact status message. Find out whether it was rejected or held for more documents.
- Check every document against the list above. Look especially at the photo, passport validity and date matching.
- Check for any past issues. This includes an old overstay, an unpaid fine or an earlier visa that was never cancelled.
- Fix the weak point before reapplying. Submitting the same file again usually gets the same result.
- Consider a family sponsor if you have an eligible relative in the UAE.
- Use a licensed channel. Confirm the agent is registered, and never accept "guaranteed" or "setting" visas.
- Don't book non-refundable flights or hotels until the visa is issued. Emirates states that visa fees are non-refundable once an application is processed.
Before you apply: checklist
| Check | What to confirm |
|---|---|
| Passport | Six months or more of validity from travel date, machine readable, undamaged |
| Photo | Recent, white background, face centred, neutral expression, no tinted glasses |
| CNIC / NICOP | Clear colour copy, front and back |
| Return ticket | Confirmed; matches the airline channel you're applying through |
| Hotel or host | Dates match the ticket exactly; host's tenancy contract and Emirates ID if staying with family |
| Health insurance | Valid in the UAE for the full stay |
| Funds | Genuine, stamped bank statement if requested; USD 4,000 over six months for the 5-year visa |
| Sponsor (if any) | Meets salary threshold, valid residence, relationship documents ready |
| History | No unresolved overstay, fine or previous violation |
| Agent | Licensed and verifiable; no fake bookings or edited papers |
Common mistakes
- Using a dummy hotel booking that gets cancelled after the visa is issued
- Booking the return flight on a different airline from the one sponsoring the visa
- Uploading a phone photo with a shadow or coloured wall behind it
- Spelling your name differently from the passport on the ticket
- Applying through an unlicensed sub-agent who can't show the application status
- Travelling on a visit visa with the intention of looking for work, which is the type of misuse that leads to offloading and refusals
- Paying for a "guaranteed" visa — no one can guarantee a UAE decision

Frequently asked questions
Does the UAE tell you why a visit visa was rejected?
Usually not in detail. Your sponsor, airline or travel agent normally sees only a status such as "rejected" in the system. That is why it helps to review every document yourself before reapplying rather than simply submitting the same file again.
Is there a UAE visa ban on Pakistanis in 2026?
No formal ban has been announced. UAE diplomats in Pakistan have repeatedly denied one, while Pakistani officials and travel agents reported long delays and high refusal levels in 2025. Arab News reported in August 2026 that visit visas were again being processed through registered travel agents, especially for families.
Will I get my visa fee back if my UAE visa is rejected?
Generally not. Emirates, for example, states that visa fees are non-refundable once an application is submitted and processed. Check the refund terms of whichever airline or agent you use before paying, and avoid booking non-refundable tickets until the visa is issued.
Can I reapply straight away after a rejection?
You can usually submit a fresh application, but reapplying with the same documents tends to produce the same result. First fix whatever was weak, such as the photo, passport validity, hotel dates or sponsor documents, and consider applying through a family sponsor if you have one.
Can FIA stop me from flying even if my UAE visa is valid?
Yes. FIA immigration at Pakistani airports checks your documents and purpose of travel before departure, and passengers holding valid visas have been offloaded. The Islamabad High Court questioned the legal basis for some offloadings in September 2026, but carrying a return ticket, hotel booking and genuine papers remains your best protection.
Do I need a bank statement for a 30-day Dubai visa?
The UAE does not publish a fixed balance for short visit visas, but some agents and airlines ask for one, and requirements change. A minimum six-month balance of USD 4,000 is officially required for the 5-year multiple-entry tourist visa. If you are asked for a statement, provide a genuine, stamped one.
